Multi-Tiered System of Supports Overview

A multi-tiered system of supports (MTSS) is a prevention framework that integrates data-driven processes with instruction and intervention within a multi-level system to maximize student achievement and support students' social, emotional, academic, and behavioral needs from a strength-based perspective.
The essential components of MTSS include:
- Data-based Decision-making: School teams use screening, progress monitoring, and other forms of data to make decisions about instruction & intervention, program qualification, intensification of supports, etc.
- Screening: Within a prevention framework, it is important to screen all students to identify students in need of support before they fail.
- Multi-level Prevention System: The organization of supports for students includes three tiers of instruction and intervention, with Tier 1 including high-quality, guaranteed, and viable curriculum and instruction for all students, Tier 2 including targeted interventions for an identified skill deficit, and Tier 3 including intensive interventions for students who are not responding to Tier 1 instruction and Tier 2 interventions.
- Progress Monitoring: The ongoing, frequent collection and use of formal data are to measure the impact of an evidence-based intervention by determining a rate of improvement through standardized, consistent, valid and reliable progress monitoring assessment tools.
- Infrastructure: This essential component is unique to Georgia and includes effective teaming, leadership, professional learning, and family/community engagement.
