Bias & Equity Incidents
A bias/equity incident is any consciously, unconsciously, explicitly, or implicitly expressed act that targets individuals or groups based on perceived or actual identity. A bias incident can refer to single or ongoing instances of behavior, action, or practice that marginalize, demean, intimidate, or threaten individuals or groups based on an actual or perceived membership in a protected class.
Not all incidents of bias violate CSD policy. However, they are out of congruence with our shared values of mutual respect, inclusion, and equity. The Bias/Equity Incident form enables CSD to connect community members who submit a report to resources and support, maintain records of bias incidents, and analyze trends to continually improve our District.

Can I submit a confidential bias/equity incident report?Yes, however, we encourage the inclusion of identifying information as it can help the District gain a complete understanding of alleged incidents. We will make every effort to respect and protect your privacy. However, in certain circumstances, we cannot guarantee anonymity and may need to involve other parties in the District.

Board of Education Feedback
The City Schools of Decatur Board of Education values hearing from members of our community. Each Board member reviews and reads all emails sent by our stakeholders to board@csdecatur.net.
Georgia law governs school boards, and they cannot intervene in the day-to-day administrative operations of the school district, including direct staff and personnel matters. If you write to the Board with a concern about district operations, your message will be forwarded to the school or district administrator, who can best address your concern.
The Board has also adopted a set of norms that govern our local communication protocols. These include:- Emails to individual Board members are shared with the entire Board.
- Issues and concerns received by the Board and or individual members will be referred to the Superintendent.
- Board members will follow the chain of command and will educate, instruct, and encourage others to do the same.
- The Board Chair will reply to emails from constituents sent to all board members. That reply will include the Superintendent and other Board members on the thread and inform the constituent that the Superintendent or their designee will respond to the inquiry/request.
- Direct all stakeholders’ questions, input, or discussion to the Superintendent, who will communicate them as needed to the Board.

Bullying Allegations
Georgia anti-bullying laws include the following definitions of bullying and cyberbullying:
Bullying of any kind is prohibited at City Schools of Decatur. In accordance with O.C.G.A. § 20-2-751.4, bullying means an act, including an act through the use of electronic communication, that is:
- Any willful attempt or threat to inflict injury on another person, when accompanied by an apparent present ability to do so;
- Any intentional display of force such as would give the victim reason to fear or expect immediate bodily harm; or
- Any intentional written, verbal, or physical act, which a reasonable person would perceive as being intended to threaten, harass, or intimidate, that:
a. Causes another person substantial physical harm within the meaning of O.C.G.A. § 16-5-23.1 or visible bodily harm as defined in O.C.G.A. § 16-5-23.1;
b. Has the effect of substantially interfering with a student’s education;
c. Is so severe, persistent, or pervasive that it creates an intimidating or threatening education environment; or
d. Has the effect of substantially disrupting the orderly operation of the school.The term applies to acts which occur on school property, on school vehicles, at designated school bus stops, or at school related functions or activities or by use of data or software that is accessed through a computer, computer system, computer network, or other electronic technology of a local school system. The term also applies to acts of cyberbullying which occur through the use of electronic communication, whether or not such electronic act originated on school property or with school equipment, if the electronic communication
- is directed specifically at students or school personnel,
- is maliciously intended for the purpose of threatening the safety of those specified or substantially disrupting the orderly operation of the school, and
- creates a reasonable fear of harm to the students’ or school personnel’s person or property or has a high likelihood of succeeding in that purpose.

Divisive Concepts Complaints
In April 2022, House Bill 1084, the Protect Students First Act, was passed into law. This law amended Title 20 of the Official Code of Georgia, relating to education. This law seeks to prevent the use of curricula or training programs that promote or encourage concepts and ideas in education claimed to be divisive, as defined by HB1084. In this case, divisive concepts generally refer to notions that promote personal political beliefs or relate to race.
The law requires a complaint resolution policy for local school systems to address violations of the provisions, including a process for submitting and reviewing complaints and the right to appeal decisions.

Employee Investigations
In instances where an allegation of employee misconduct is being made, please refer to our Employee Investigative Process. Employee investigations address adult behaviors when there has been a violation of policy, protocol, or procedure.

Name/Gender Changes
If there has been a legal name change we can change a student's name anywhere in our system and the change will be reflected for state reporting purposes. If there has been no legal change, we can only change a student's name/gender marker in Infinite Campus and Google Workspace applications. Families will have access to any local updates. Only legal names will be included on transcripts and other official documents requested by outside sources.

Title IX Concerns
The U.S. Department of Education’s Office for Civil Rights (OCR) enforces, among other statutes, Title IX of the Education Amendments of 1972. Title IX protects people from discrimination based on sex in education programs or activities that receive federal financial assistance. Title IX states:
No person in the United States shall, on the basis of sex, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any education program or activity receiving Federal financial assistance.
If you are seeking information related to Title IX protection against a sex discrimination matter, please refer to our Title IX Process. If you believe that you or your child have experienced sex-based discrimination or sexual harassment/violence at school, you have the right to file a Title IX Complaint. Title IX incidents are addressed by the Equity Department in the Office of the Superintendent. Once a Title IX complaint has been submitted, you will receive confirmation from the Title IX Office within 24-48 business hours.

Title VI Concerns
If you are seeking information related to Title VI protection against a discrimination matter, please refer to our Title VI Process. If you believe that you or your child have experienced discrimination on the basis of race, color, national origin, language, sex, religion, gender identity, and/or disability in CSD, you have the right to file a Formal Title VI Complaint. The purpose of the Title VI Grievance Procedure is to provide a prompt, fair, and impartial response to Formal Complaints made under any of the following CSD Board Policies: GAAA, GAEB, JAAR1&2, JCAC, or JCAC R(1) (“Title VI Policy”). Incidents falling under Title VI are addressed by the Equity Department in the Office of the Associate Superintendent.
You can report discrimination on the basis of race, color, national origin, language, sex, religion, and/or disability in CSD to any school staff member, any principal, or directly to the district’s Title VI Compliance Officer listed below. Once a formal complaint has been submitted, you will receive confirmation from the Title VI Office within 24-48 business hours.

Unresolved Issues
CSD believes that concerns are best resolved when handled as close to their origin as possible. The most expedient way of addressing any school-related issues is to raise those concerns first with local school staff, up to and including the Principal. Often, school staff may receive support from other departments or personnel of the school system in processing inquiries and concerns by providing general information, directing constituents to the correct school or department, and/or bringing impacted parties together for a resolution.
If additional support beyond your child's school is needed to address an unresolved issue, you may submit it below using the ResolveCSD Constituent Services Form. CSD aims to provide an initial response to all concerns within 48 hours upon receipt and review.
